North Shore WIB Honored by Obama Administration

A team from The North Shore Workforce Investment Board, the North Shore Career Center, North Shore Community Action Program, and North Shore Community College, was honored in Washington DC on February 16th by the Obama administration for developing a pilot program aimed at helping companies solve their need for talented workers.

The North Shore WIB led this team in a Customer-Centered Design Project sponsored by the U.S. Department of Labor aimed at determining how companies successfully find employees that best fit their workforce needs. The North Shore WIB, North Shore Career Center, North Shore Community College, North Shore Community Action Programs, and the state Department of Career Services worked together to devise new processes that foster a faster match between the employer and job seeker.

The team, dubbed the North Shore Workforce Innovent, used a customer-centered design research technique that focuses on carefully listening to those involved in an issue to develop appropriate and efficient responses.

The team from the North Shore was picked as one of 11 winners out of more than 70 workforce boards that participated in the Customer-Centered Design Project. The group headed to Washington, D.C. on Feb. 16 for an event at the White House.

“We are so honored to have been chosen for this opportunity,” said Eastern Bank’s Nancy Stager, North Shore WIB chair and member of the team. “We look forward to sharing our project with the other 10 teams and learning what other innovations we might implement here on the North Shore.”

Salem Mayor Kimberley Driscoll, who serves as chief elected official of the North Shore WIB, expressed enthusiasm about the honor. “We are so fortunate to be part of this elite group of workforce professionals working to serve companies and job seekers in a very complex and ever-changing environment,” Mayor Driscoll said. “I know our North Shore Workforce Innovent group will come back from D.C. ready to build an even better workforce system, and I look forward, along with my municipal elected leaders across our 19 cities and towns, to being part of this effort.”

The team implemented both short-term and long-term processes to better meet employers’ need for workers. The new systems reflect companies’ priorities, skill needs and overall culture, enabling Career Center staff to quickly forward job applicants that are an appropriate match.

Over the next year, the Career Center will also work with Salem State University to develop efficient LEAN techniques – a management tool used in manufacturing sectors that improves efficiency and accuracy. LEAN techniques set daily goals, track errors, and find ways to improve processes.

“At our Career Centers, we like to think we are efficient and smooth at handling both job seekers and companies. But we have never analyzed it like a manufacturing company would analyze their processes,” North Shore WIB Director Mary Sarris said.

Demand Driven Candidate Referral Model

Step 1:
The “Virtual Job Order” – A Business initiated job posting listed on the Massachusetts Job Quest system. This is the Commonwealth’s free online job board. The system has been designed so the staff of the Career Centers do not receive notice when a local employer posts a job opportunity directly to this job board.

The Work Around – The North Shore Career Center now generates an ad hoc report to search for these business initiated job postings. This Employers Report is generated three (3) times per week with virtual job listings that are from businesses across the North Shore (SDA).

The Pilot Project – We are targeting virtual jobs orders that are common to the Manufacturing/Construction and Financial Services/Health Care industry clusters for this rollout period.
Over the period of the past six weeks we have targeted nearly 100 virtual job listings from these industries for inclusion in the pilot portion of this effort.

We are committed to having a member from the Career Center’s Business Services Unit (BSU) reach out to the HR contact of a Business that appear on the Employer Report within 24 hours of their identification to discuss the job posting to converse  about three basic elements:

•    If the company is still seeking candidates for the opening (Demand)
•    Is there a clear understanding on the part of the BSU regarding the technical and soft skills requirements that the business values in potential candidates (Priorities)
•    Develop mutual agreement about the company’s timeline to fill the position (Urgency)

Step 2:
The Job Match – Within 72 hours of the initial Business contact our BSU staff works with the other members of their Industry Sector Team to conduct both an automated system match, from our customer tracking database (MOSES) as well as a manual candidate match, utilizing a Career Center-based customer database to capture recent customers visiting any of our North Shore Career Center sites. These match efforts are designed to identify referrals. These referrals are pre-screened to ensure that the job seeker candidate meets the specifications that the Human Resources contact person has discussed with the BSU member. The goal is to make pre-screened referrals to the Business within this 72 hour period after initial contact.

Step 3:
The Outcome – Better candidate referrals, timely referrals, referrals that translate into hires for the business, quality referrals equate to strong employee retention, stronger relationships with area businesses.

North Shore Community Development Coalition is partnering with Catholic Charities, Community Teamwork Inc., North Shore Career Center and Community Credit Union to bring FREE English Classes, Housing Workshops, Job Counseling, Career Workshops and Money Management Workshops to North Shore CDC.

The Free English classes are held every Monday through Thursday in the mornings and evenings. We offer beginner, intermediate and advanced classes to assist people at all levels of written and verbal communication.

There are two housing workshops that take place every Thursday at 10 AM and 11 AM. The SMART Tenant workshop will provide a brief overview of housing searches, inspections, maintaining your housing, eviction prevention, and reporting code violations. The Subsidized Housing Application Workshop will provide an overview on application strategies, the different housing lists you can get on and provides you with the tools to achieve your goal of affordable housing opportunities.

Job Counseling is offered every Thursday from 8:30 AM – 5 PM and covers areas of job searching, resume and cover letter writing, free career training for eligible candidates, and a listing of available jobs in the area. Please stop by North Shore CDC or call to make an appointment.

Our Money Management workshop takes place every other Thursday from 5:30 PM – 7:30 PM. This workshop covers a range of topics including tips on saving, creating and updating your budget, managing loans and credit, and debt management. Dinner will be provided and you will be given the opportunity to sign up for free one on one counseling.

Access Point for Workforce Services at North Shore Community College Now Open!

The North Shore Career Center Access Point for Workforce Services at North Shore Community College is now open. A grand opening ceremony has held on Wednesday, February 25, 2015. The Access Point is a collaborative effort between North Shore Community College and the North Shore Career Centers. This effort will allow the Career Center to provide workforce development services directly to the community. Services will include career assessment, periodic job networking groups, job readiness workshops, job placement assistance, and financial assistance for job training.

STEM Industry Profiles

Last year the WIB hosted a STEM (Science, Technology, Engineering, and Math) Summit that brought guidance counselors from local area high schools and employers together. The summit focused on the importance of STEM careers for North Shore employers and the skills needed to obtain these careers. Participating Employers included Analogic, Mircoline Surgical, Applied Materials, Fleet Machine, North Shore Innoventures, New England Biolabs, and EBSCO Information Services. Guidance counselors all had one-on-one time with representative from each company. After the event, the WIB produced STEM Industry Profiles based on the information given by our employer representatives. The STEM Industry Profiles are listed below and are based on the line of business of the employers who attended the event. These profiles provide a resource for youth development professionals to share with teens on STEM careers available on the North Shore.

Labor Market Blueprint & Economic Snapshot

North Shore WIB Blueprint 2015 Cover

The Labor Market Blueprint for 2015, written by O.Steven Quimby, is an important component of the North Shore WIB’s role as an aggregator and disseminator of labor market data to the region. The Blueprint will provide the framework for future workforce development initiatives. More than anything, this is a living document that that will adapt to the challenges of ensuring a skilled workforce on the North Shore.

The North Shore Economic Development Snapshot, written by Gary M. Barrett, is study conducted by the the North Shore Alliance for Economic Development. This document provides an analysis of economic development evaluating investment trends being experienced in the North Shore’s predominant business sectors. This economic development approach undertook an assessment of those sectors experiencing investments as well as those sectors that were either stagnant or experiencing disinvestment.

Online Learning Report

In an effort to improve services to One-Stop Career Center customers, the North Shore WIB has conducted a survey of several colleges and university faculty on the prevalence of online courses. Conducted in conjunction with Salem State University, Endicott Colllege, and North Shore Community College, the online learning survey sought to determine the current depth, availability, and suitability of online training for Career Center customers. The impetus for the online learning survey came from focus groups of One-Stop Career Center customers who had requested that training options be available through online or hybrid courses.

The online survey found that the role of technology is changing the delivery of services throughout higher education. Online and hybrid courses have expanded the accessibility of services and options available to students. Our survey results found that nearly every subject could be offered in an online format depending on a particular institutions offering. Student success with online learning came down to two main indicators, self-motivation and time management. With online learning, students have more responsibility for their own learning and progress compared to traditional on the ground courses. This requires students to have the motivation to continue through a course without the accountability that comes from face-to-face interaction with their professor. Time management skills become highly important as students need to manage their course work independently to meet deadlines.

North Shore WIB Strategic Plan 2015-2017

Welcome to the North Shore Workforce Investment Board’s Strategic Plan for 2015 – 2017.  This document follows a strategic planning process begun in 2008, updated in 2012, all finding direction from current labor market information, board-led research into service patterns for job seekers and companies, surveys and discussion with partners and other stakeholders, and economic development research that looks well into the future.  The mission, vision, goals and objectives developed under the 2008 plan remain virtually the same, but the activities and benchmarks designed to reach these goals have been updated to reflect current realities. The full membership of the North Shore WIB, along with several partners, participated in the development of this Plan, and will be responsible for carrying it out.
